Yes, this is a serious violation of the GPL and must be reported to the FSF. E-
mail the facts of the case to gnu@gnu.org. The FSF owns the copyright on GCC
and Binutils and is empowered to sue violators. As far as I understand it they
are the only ones empowered to make such a suit. Given this and that FSF is so
committed to its Free Software, I would assume that they would be eager to
bring the violator to justice.
