My reasoning comes from comments in bfd/syms.c and bfd/dwarf2.c:

The stabs version of find nearest line in syms.c has this:
      if (info->stabsec == NULL || info->strsec == NULL)
	{
	  /* No stabs debugging information.  */
	  return true;
	}

while the equivalent routine for dwarf2 in dwarf2.c does the opposite:

  /* A null info_ptr indicates that there is no dwarf2 info
     (or that an error occured while setting up the stash).  */
  if (! stash->info_ptr)
    return false;
