I think this is what we should do. I agree with H.J. that it is desirable to
be able to configure with --enable-targets=all and get a clean "make check"
without having to install any special headers. This has always worked before.
If it isn't easy to make the tests self-contained, marking them XFAIL seems
like the next best thing. Or just not building windres by default on targets
other than Windows.
