Here's how I think this code should work:
1) Keep the same abi as was used previously
2) Allow access to register size of new ISA level.
Basically it should allow the "experienced programmer" (nice phrase
there) to override the existing architecture for these sorts of uses:
1) 64-bit instructions on a 32-bit abi
2) semaphores
3) start up code
4) ...?
(2 and 3 can fall into 1, but i thought it best to mention them
outright)
Now, checking that it actually works as shown is something that we
probably need to do :)
