[PATCH] use BFD_VERSION_DATE in include/

BFD_VERSION is mostly OBE in favor of BFD_VERSION_DATE and
BFD_VERSION_STRING. Making the same type of changes here as in bfd/
paves the way for the removal of BFD_VERSION.
