The NLS/gettext issues

Subject: The NLS/gettext issues

There are 2 problems with NLS/gettext:

1. On glibc, if you don't have gettext installed, build will fail in
those "po" directories. I don't know what the best fix is.
2. Those .gmo files are generated in the source directories. I really
don't like it. Why can't they be generated in the build directories?
