I think that's very much a secondary function.

Yes; if (as a developer) you always rebuild binutils and gcc at the same
time, or if (as a user) you always install new versions at the same time,
it won't be an issue.  But that's not the way things usually work.  I, for
one, seldom build binutils; the last time I built it was in April.  I
don't want to have to build binutils to test demangler changes.
