Current m68k gas seems to assemble the testcase OK, as I'd expect
from this code in gas/write.c:
/* Never adjust a reloc against local symbol in a merge section
with non-zero addend. */
if ((symsec->flags & SEC_MERGE) != 0 && fixp->fx_offset != 0)
continue;
$ cd /src/tmp/gas/m68k-linux/
$ gas/as-new -o zzz.o /usr/tmp/gas/pea.s
$ binutils/objdump -dr zzz.o
zzz.o: file format elf32-m68k
Disassembly of section .text:
00000000 <foobar>:
0: 4879 0000 0000 pea 0 <foobar>
2: R_68K_32 .LC88+0xa
