Yes, agreed.  Christopher, if you think the EXTERN_FORCE_RELOC patch
for PE should be reverted at least in the short term, go ahead and do
so.  I know it's incomplete..

Donn said he had a patch on the way to clean up PE support, so I
haven't worried too much myself.  He assures me that compatibility
with Microsoft PE requires relocs on extern syms.  What I really need
is a complete spec on PE, or output from testcases that exercise all
relocs to decide what is correct.  A good start would be assembling
and linking gas/testsuite/gas/i386/absrel.s and pcrel.s on a known
good toolchain, and providing the resulting .o and final link files.
