Avoid unneeded DT_TEXTREL


This avoids setting DT_TEXTREL unnessarily in an ELF/m68k shared
object when all PC relative relocations against readonly sections have
been discarded.

	PC relative relocations.
	(elf_m68k_discard_copies): Set it here instead.
