Can I suggest instead using "-kaos" (lower-case only) for the OS
in the GNU config-triple?

It matters when used in e.g. file paths on a non-case-sensitive
file-system (like when building binutils on CygWin, I presume).
I don't know off-hand if anything else will break by using
upper-case letters, but you *are* on new ground by using them.
(And there certainly are GNU triplets that always use upper-case
letters in a non-config-triple context, but doesn't in the
config-triple context.)
