You have to base opinions like that on that on a full understanding of
where the ARM ABI spec started from. The TIS ELF specs were very
imprecise in some areas, and this was clearly one of them. The ABI had to
say something to resolve the ambiguity and clearly the choice made was the
wrong one in the light of other developments of ELF. But that's the way
it goes from time to time.
