Look at the ABI.

>From the names and the comments, I would guess that R_AVR_7_PCREL is a
7 bit PC relative relocation, and R_AVR_13_PCREL is a 13 bit PC
relative relocation. I would guess that there are AVR instructions
which call for relocations of those sizes.
