No, as it is known, the PE files has a MS-DOS "MZ" header, but this file looks like bare COFF/ECOFF/XCOFF MS's variant.
Are you sure that is true of non-i386 COFF/PE files?
Exactly. It even has some MS-DOS i386 code to print "Invalid operating system" message.
P.S. I have a Windows NT 3.51 distributive CD from the old Comapq server, it has \I386, \MIPS, \ALPHA and \POWER folders.
