Hi Ian,

I plan to apply the following patch to use a configure.tgt file in gas
as we do in ld and gdb.  This permits adding new configurations
without forcing autoconf to be run.

I'll hold onto the patch for a day to see if there are any comments
before I check it in.

I think that this is an excellent idea.
