Remove a few K+Risms from bfd/elf32-arm.c

- Subject: Remove a few K+Risms from bfd/elf32-arm.c
Most of elf32-arm.c already uses ISO prototype form, but there are
three functions near the top that don't.
Tested with cross-binutils to arm-elf, arm-symbianelf, xscale-elf;
applied as obvious.
