bfd and include patches for morpho ms1 port

Hi folks.
I will be contributing the Morpho MS1 port for the entire toolchain.
The port was written by Stan Cox, Michael Snyder, and Nick Clifton.
The triplet ms1-elf has been accepted for this port by Ben Elliston.
Here are the bfd changes, as well as the relevant changes in the include/
directory. The entire morpho port has gotten plenty of testing in
our local tree. I have tested this patch on current net sources, by
making sure we can build bfd. More testing will follow as I get
the various bits contributed.
This patch is dependent on the toplevel configury bits I submitted earlier
today to config-patches.
Nick has volunteered to maintain the binutils port.

* reloc.c: Add ms1 relocations.
* targets.c: Define extern of bfd_elf32_ms1_vec.
Add bfd_elf32_ms1_vec to _bfd_target_vector.
* configure.in: Add bfd_elf32_ms1_vec case.
* configure: Regenerate.
* config.bfd: Add ms1-*-elf to table.
