PATCH: Add --dynamic-list-data/--dynamic-list-cpp-new


This patch adds -Bsymbolic-functions --dynamic-list-data and
--dynamic-list-cpp-new. They can be used to build a shared library
which binds global functions locally. It can improve shared C++
library performance by as much as 23%.

I tested -Bsymbolic-functions --dynamic-list-cpp-new on shared
C++, Java and Fortran libraries in gcc under  Linux/x86-64 and
Linux/ia32. There are no regressions.
