This is wrong.  --build is the ultimate starting point.  The result of the
compilation is then run on --host (which is the same as --build when the
initial compiler is a native one).  Unless you are building a compiler you
are done now.  Only in the case of a compiler you have another layer,
which is the --target that this just built compiler is generating code
for.
