Use .reloc in embedspu


New embedspu features.

	* embedspu.sh: Combine "_EAR_" and "_EAR_*" patterns.  Tighten
	.toe section and .toe address checks.  Use .reloc for _EAR*
	symbols defined in non-BSS sections.  Build table for _SPUEAR_
	symbols.
