PATCH: Add gold support for TLS descriptors

This patch adds support for TLS descriptors (-mtls-dialect=gnu2) for
i386 and x86_64. It also fixes a couple of issues with relaxation from
global-dynamic to initial-exec.

I've added test cases for GD-to-IE relaxation and for TLS descriptors.
The TLS descriptor test cases are conditioned on support for the
-mtls-dialect=gnu2 option in gcc and on support in the dynamic loader,
which as best I can determined appeared in glibc version 2.5. The
dynamic loader support isn't needed for tests involving relaxation to
IE or LE models.
