Is there doc on how to get

Check out the binutils web page:

http://sourceware.org/binutils/

which includes details on how to get the sources.

/ build something from the CVS binutils repository?

There is a README file at the top level of the sources which covers this, but it should be very straight forward if you are using a UNIX type environment:

  mkdir <build>
  cd <build>
  <path-to-sources>/configure --target=[your target]
  make
  [optional: make install]
