Well I wiped out the whole build tree (I build in a separate directory)
and then I ran configure and make (not sure what you mean with regenerate
the configure script).
Looking at the configure script, I think that around line 5114
there's the test for _FILE_OFFSET_BITS and from what I figure/guess that
results in _FILE_OFFSET_BITS being set to 64.
And I think this value is used around line 19891 in the configure script when
sys/procfs.h is tested.
But as I said I'm not familiar with configure scripts and may misinterpret
the configure script.
