I unpacked texinfo-4.13 and set the PATH environment variable to /usr/local/texinfo-4.13/bin and the --prefix=/usr/local/texinfo-4.13. It compiled clean

presumably the version of texinfo you have on your host is too old.  really
you should avoid snipping error messages though because you've remove the real
error message.  you should also run make with -j1 when posting errors.
