[committed] Remove PARAMS and PTR from elf64-hppa.c and elf64-hppa.h


The following is pretty much a mechanical change.  Build and checked
on hppa64-hp-hpux11.11.

	* elf64-hppa.c: Remove PARAMS macro.  Replace PTR with void *.  Convert
	functions to C90.
