[committed] Use separate emulations for hppa64-hpux and hppa64-linux

This patch changes to using separate emulations for hpux and linux.

The immediate problem fixed by this change is the hpux dynamic loader
does not like the position of the .tbss section used by linux. This
is why it used to be defined in LARGE_SECTIONS. Alan removed it from
hppa64linux.sh back in 2005 creating a regression on hpux.

In general, it's difficult to know which OS needs which defines. So,
I think it best to divorce the emulations so it is clear which defines
are needed for each OS.

The patch introduces a couple of new sections in OTHER_READWRITE_SECTIONS
and OTHER_BSS_SECTIONS. In particular, .tbss has been added to
OTHER_BSS_SECTIONS. It has been removed from elf64hppa.sc. The other
added sections are defined by the HP linker.

The other defines added to elf64hppa.sh are just copied from hppa64linux.sh.

Tested on hppa64-hp-hpux11.11 with no regressions. Committed to trunk.
