Hi Rafael,

Note that I don't know tcl, so I am likely trying to detect plugin
support the wrong way.

Actually your code seems pretty reasonable.

	* bootstrap.exp: Detect if plugins are enabled. Skip the static
	link test and add -ldl to the remaining tests if they are.

Approved and applied. The only change I made was to add a few comments to the new pieces of code so that other people will know what is going on.
