[Patch, AArch64, ILP32] 4/5 Split elfnn-aarch64.c to elfxx-aarch64.c


Hi,

This patch creates bfd/elfxx-aarch64.c to accommodate some of the shared routines from bfd/elfnn-aarch64.c. It also refactors the handling of PLT in elfnn-aarch64.c to enable the moving of some routines.
