If you want Posix/Unix compatibility under MS-WinXX then you will need to
cross-compile for the Cygwin environment, otherwise cross-compile for the Mingw
environment.  Mumit Khan has pretty good HOWTOs to build both cross-compilers.
Check out item 9 at http://www.xraylith.wisc.edu/~khan/software/gnu-win32/
The instructions may be for the egcs-1.1x compilers but it should be pretty
straight forward to plug in the gcc-2.95.2 as well.  Make sure you get the right
patches for the compiler version.
