win 32 gcc cross compiler for ARM

The easiest way to get there is to get Cygwin from:

http://sources.redhat.com/cygwin/

and cross build gcc for the arm-eCos-elf as indicated on:

http://sources.redhat.com/ecos/tools/win-arm-elf.html

whatch out for having your directories mount as binary (most common error) 
and follow the instruction closely....

The only caviat is to copy the include files manually at the end to the 
proper place on the tools directory
