The cygwin_header_hack is the wrong way to "solve" the problem. The
solution has been posted here quite a few times, and involes renaming 
the macro "Hint" in gcc/config/arm/arm.[ch] files to something else 
such as ARM_Hint. Messing with system includes should always be the
last resort.
