   For 2.95.x compilers under cygwin, the right answer is indeed to
add --with-included-gettext to the configure command and delete or rename
the texinfo subdirectory in the gcc top-level source dir.  

  I had the impression this was meant to be unnecessary with 3.x versions,
but it may have been more recent cygwin versions that made it unneccessary,
I can't remember which it actually depended on.

  Anyway if you've tried it with, try it without, if you've tried it 
without, try it with, and if you're using cygwin 1.3 + , consider trying
it under 1.1.x instead if you still have an old installation handy...
