  Forget that FAQ, it's years old and out of date.  Try Bill Gatliff's
new FAQ at (iirc) http://crossgcc.billgatliff.com/

  The reason for your problem is because you haven't followed the procedure
of building the C only bootstrap gcc cross-compiler first, then the cross
libraries, and only finally trying to build the complete cross compiler with
libstdc++ etc.
