I just managed to build i686-pc-linux to i686-pc-cygwin.  What Linux
distribution are you running?  Debian has an official package for a
mingw32 build environment, and even if you run something else, you
could get the sources and the diffs from http://packages.debian.org
and examine the Makefiles to see how they're doing it.
