i'm not sure of the exact purpose of GLIBC_PRIVATE, but my guess is it's just a version name.
if want to know all the gory details, here is a link to a personal page of Ulrich Drepper, i think he's the guy who maintains glibc. He has loads of documentaion there on ELF and shared libraries
