Commercial command-line embedded tools usually used WinEdit :

as the GUI for dummies... The old '96' model was easy to set for GCC and GDB too, I toyed
with it even on Win3.1x/Win32s when producing GCCs and Insights for DJGPP2/Win3.1x/Win32s...
The later "WinEdit 2000" etc. models weren't as easy to set for several toolchains at the same
time, but for "only one target" cases it could serve... Haven't investigated it lately though.
