[CT_NG] disable __cxa_atexit

Hi,

When not specifying --enable-__cxa_atexit nor --disable-__cxa_atexit on the gcc build flags, the default behaviour is to enable it. So unchecking the CT_CC_CXA_ATEXIT has no effect.
