binutils build

I see that cross-tools builds binutils with --disable-nls.

Since binutils is built for running on the host system, not
the target system, the --disable-nls doesn't do anything for the
target system software cross-built with this binutils, no?

I'm not complaining, I think it isn't important to have
NLS enabled, but I'm trying to understand how these tools
function and how their configuration options affect their
host behavior and target code manipulation capabilities.
