I have to admit that the error message is not quite clear, and
that some work could be done is this area...

You need automake 1.10 or better (2.x is also OK). automake 1.10 is
already packaged for Cygwin, and is the one I got last time I tried
running under Cygwin, but as I seldom do, I don't know why you got
the 1.9.6 version. Try to update your full Cygwin installation.
