Okay. So 1.6.13 fails without the patch.

Last night I downgraded subversion to 1.6.12 without touching anything else
and ct-ng just worked.  So it looks like is a subversion version thing.


$ svn --version
svn, version 1.6.12 (r955767)
   compiled Nov  8 2010, 17:06:22
