Isn't upset used for generating setup.ini from the package tree in release/....

subdirectory. Exceptions to this rule are historical. All new packages will
follow the rule of package name == directory name. However, for closely related

If upset is used for parsing the packages under /release how should it
distinguish multiple setup.hint files if they are not located in different dirs
?
