Because of file moves:

If file A is in package bar, and moves to package foo, then on upgrade,
bar must be removed (removing the old A) before package foo is
installed.

The current behaviour is a stop gap before full file by file inspection.
The primary guarantee of the current behaviour is that it always does
the *right thing* when moving files between packages.
