Yes, I believe so. Maybe somebody wanted to bzip-compress the .lst files in /etc/setup, instead of gzip-compressing them?

Am I imagining things?  Didn't we decide that a bzip2 library would be
useful for more than just setup.exe for some reason?

Well, there is a bzlib directory in winsup, separate from the one in setup's CVS tree. Dunno what it's used for, tho.
