I spent the entire day to pull our 1999 localtime.cc file, which only
saw minor changes since then, up to the latest code from NetBSD.  This
implementation appears to work quick and it runs the entire mktime
testcase successfully.

I'm going to upload a new Cygwin tomorrow, I'm simply too tired today.
