Reworded to mention all of those (although on my XP box, 932, 936, 949,
and 950 were selected by default and shaded to prevent unselecting, only
20932 was missing).  Now in CVS.

+Windows did not install all charsets by default.  If you are running
+Windows XP or older, you can open the "Regional and Language Options"
