If it didn't, it's being pretty amazingly thorough. Stripped the
attachments *and* blocked it!?! That's really making sure it's dead!

Probably it was his outgoing server.

Well, one of his many outgoing servers.
To anyone familiar with the UK.gov's disastrous history of mega-scale IT
project failures, almost every one of which was supplied and managed by EDS,
it comes as little surprise (but much bitter irony) to discover they can't
even operate a mail server correctly ...
