Go to http://sourceware.cygnus.com/cygwin and follow Development
Snapshots link. Download this file:
cygwin1-20000207.dll.gz
ungzip it and rename the cygwin1-20000207.dll to cygwin1.dll.
Install it and you should be fine. Or get the Cygwin v 1.0 CD
Release.
