Can you try an xclock, or an oclock, and try from a bash shell instead of a tcsh shell.  I don't have tcsh here
to see if it a problem or not.

Cywin has had a problem in the past of killing backround processes when ^c is hit.  It seems to come and go.
You might try a newer snapshot of cygwin1.dll
