I don't see any such changes on the FAQ at
http://sources.redhat.com/cygwin/xfree/faq.html, are you referring to
another FAQ?
I agree that the how-to should reference the FAQ, but I do want to include
at least some sort of pointer to the effect that, at the time of writing,
Win9X is not supported. Just so somebody doesn't waste their time. . .

Harold,
Did you get a chance to look at the cygwin X-free FAQ? I've got a list
of things to be changed, which includes a lot of versioning style info.
How about the how-to focus on the mechanics of installing, perhaps
referencing the FAQ where extra information is needed? I;m suggesting this
so we minimise the number of duplicate explanations we end up with - to
minise our required maintenance efforts
