Ryan,
Easy as pie: Cygwin/XFree86 doesn't currently run on Windows 98. Check back
in about two or three months and you might see something that does work on
Windows 98.
If you are really desperate you can check the mail archives for a link to my
"Test 7" release. Test 7 is a development release that supports Windows 98,
but it is way less than optimal and it has some problems with strange
keyboards. Some people use Test 7 on a daily basis, but your mileage may
vary.
Thank you for your interest in the project,
Harold

Subject: twm does not start
Hello,
I am not currently a member of this list, but I do have a quick
question. The X-Server starts, but it does not load twm. And
then the machine locks up. I am running windows 98 and
I have downloaded cygwin and everything in the xc-4-binaries
directory off your site. Is there anything I am forgetting that would
cause this lockup or not allow twm to load?
Thanks in advance.
